The Perry City Council is the legislative body of the Perry
local government that is responsible for adopting all ordinances and resolutions,
approving the annual operating and capital budgets, setting all tax rates, approving the
five year Capital Improvement Program, setting all user fees, making land use and zoning
decisions, and establishing long range plans and policies.
The Council appoints a
City Manager to act as administrative head of the City. He serves at the pleasure of Council, carries out policies, directs business
procedures, and has the power of appointment and removal of all City employees except the
City
Attorney, who is also appointed by the Council. Duties and responsibilities of the
City Manager include preparation, submittal, and administration of
the capital and operating budgets; advising the Council on the affairs of the
City; handling citizens' complaints; maintenance of all personnel records; enforcement of the
City Charter and laws of the City; and direction and supervision of all departments. The
City Manager is Mr. R. Lee Gilmour.
The Council, in its legislative role, adopts all ordinance and
resolutions and establishes the general policies of the City. The Council also sets the
real estate tax rate and approves and adopts the annual operating budget.
The City Council meets in regular session the 1st and 3rd Tuesdays of
each month at 6 p.m. in the Council Chambers of the Municipal Building, 1211
Washington St. The public is welcome and encouraged to attend.
Public hearings are held to provide an opportunity for citizen input on actions taken by
City Council.
Public notice of hearings are published in The Houston Home Journal 15 days
prior to the public hearing date. Announcements of public hearings are also
displayed in the Municipal Building Lobby.
Election Information
The City
conducts non-partisan elections every other odd year. The mayor and three (3)
council members run at one time. The other three (3) council members run two
(2) years later. Each office is a four (4) year term. The election process is
as provided for in state law with the election date set on the first Tuesday in
November. Therefore, all seats are not up for election during the same election
year.
Citizens age 18 and over may register to vote at the Houston
County Voter Registration Office, Houston County Courthouse, Perry, GA; at the
DMV when applying for a motor vehicle driver’s license; by mail (applications
available at the Perry-Houston County Library, Perry Post Office, and the DMV);
or in person at special registration locations set-up prior to elections. Perry
has three polling places for local elections: the Perry Community Center, the
National Guard Armory and Morningside Elementary School.
