The Community Development Department serves the citizens of Perry with their planning, engineering, and inspection needs.
Through partnership with the community, the Community Development Department strives to manage growth and promote the highest quality of development by articulating the community vision; providing information and creative recommendations based on sound planning and engineering practice; explaining and enforcing regulations; and supporting all other Departments in fulfilling the
City's Mission.

Mission Statement
It is the mission of the
Community Development Department to promote the general welfare of the City,
to provide for long range economic and social growth with orderly planning to
challenge our employees to provide accurate information, friendly service and
be customer driven.
The City of Perry Community
Development Department has been in operation since the 1960's. In 1966, the
Perry City Council adopted local building codes. It was at this time that the City
of Perry Building Inspections Department was formed and set up as its own department.
The Community Development Department is located on the
second floor of Perry City Hall. Hours of operation are Monday thru Friday, 8:00
a.m. - 5:00 p.m. The department includes a Director,
Building Inspectors, Code Enforcement Officer and a Planning Technician. The City of
Perry operates under the editions of construction codes adopted and amended
by the Georgia Department of Community Affairs.

Contractor Qualifications
A general contractor is
required to have a current business license from a jurisdiction in the State
of Georgia. Out of state general contractors or subcontractors will be
required to obtain a City of Perry business license. After July 1,
2008, all residential and general contractors will be required to have a
State of Georgia license. Please go to

Building Permits
A building permit is required for
residential or commercial structures including new construction, remodeling,
additions, repairs, pools, house moving, signs, demolition, manufactured
homes, towers, foundations, etc. The City of Perry promotes "one
stop" local permitting, where the general contractor or homeowner is
required to purchase the building permit. Persons, firms or
corporations are subject to penalties if permits are not obtained before
work commences. Permits will be posted in a conspicuous place on the
construction site.
Inspection Requests
No inspections are made the
same day the permit is issued.
Inspections required - sub slab;
footing/slab; rough-in framing - plumbing, electrical, gas, mechanical; building
sewer; permanent electrical service; final inspection and issuance of
Certificate of Occupancy.
Inspection request require
24-hour notice.
Certificate of Occupancy
After all inspections are
completed successfully a Certificate of Occupancy will be
issued. No building shall be occupied without a Certificate of
Occupancy.

Plat Review
Preliminary Plat ---
A preliminary plat
approval is required when a parcel of property is being subdivided and improvements
will be made which the City of Perry will own and maintain (i.e., new streets, water,
sewer, and drainage). (Section 122-123,

Final Plat ---
A
final plat approval is required when a parcel of property is subdivided. A
final subdivision plat approval will be given after improvements are completed
and inspected by the City of Perry. (Section 124-125,

Two (2) sets of "As Built" plans: One (1) paper copy and one (1)
digital copy is required before final plat approval will be given.
Zoning
The Community Development
Department is responsible for the governing of all uses of land and
developments within the incorporated limits of the City of Perry. The
department operates under the rules and regulations as outlined in the
Perry Land Development Ordinance.
The Application Process
The Community Department
processes all applications for rezoning and annexation of property, as well as
applications for special exceptions and variances to the zoning regulations.
All applications are heard by the Perry Planning Commission. This
Commission meets the 2nd and 4th Monday of each month.
Types of Applications
The applicant must complete the application, which
includes the following information:

Tax Map and Parcel Number of property to be rezoned

Legal survey of the plat prepared by a registered
surveyor in the State of Georgia; if annexation, the plat must show the

If the applicant is not the owner of the property,
certification authorizing the applicant to apply for the rezoning must be signed by the
property owner and duly notarized.
All land to be annexed into the
corporate limits of the City of Perry shall be zoned in accordance with the
procedures required in Section 36-66-4(d) of the Official Code of
Georgia Annotated, as amended. There are no fees for
annexation if the annexation and rezoning are applied for at the same time.

Process for a rezoning requires an
informational hearing
before the Perry Planning Commission, a public hearing before the Mayor and City
Council, and a second reading before the Mayor and City Council (refer to
calendar).
An
application for variance must
be submitted by the property owner, fully describing the reasons for the
variance. Process for a variance requires a
public hearing before the Perry Planning
Commission only.
