City of Perry Appoints Joseph Duffy as Community Development Director

The City of Perry is pleased to announce the appointment of Joseph Duffy, AICP, as its new Community Development Director. Mr. Duffy officially began his role on July 14, 2025.

With more than a decade of leadership in planning, development, and urban revitalization, Mr. Duffy brings a strong commitment to strategic growth and community engagement. Most recently, he served as Senior Planner for the City of Hardeeville, South Carolina, where he played a key role in managing development in one of the region’s fastest-growing municipalities.

Mr. Duffy’s career spans a range of roles in planning, economic development, and neighborhood revitalization, including leadership positions with the cities of Maple Heights and Euclid, Ohio. He also served as Executive Director of St. Clair Superior Development Corporation in Cleveland, leading efforts to enhance public spaces, promote cultural initiatives, and attract investment to Ohio’s most diverse lakefront neighborhood.

He holds a Master of Business Administration from Case Western Reserve University and a Bachelor of Arts in Psychology from Ohio Wesleyan University. Mr. Duffy is a certified planner through the American Institute of Certified Planners (AICP) and also holds credentials in economic development finance, housing development, municipal finance, and crime prevention through environmental design.
