City of Perry Welcomes Justin Kilgore as Community Development Director

Justin Kilgore joins the City of Perry as Director of Community Development, bringing extensive experience in local government leadership and community planning.

Kilgore most recently served as Planning Manager for El Paso County, Colorado. His previous roles include city administrator and manager appointments, senior planning and development positions, and leadership in grants and procurement. His background includes comprehensive planning, zoning, development review, and capital projects.

A Georgia native raised in McDonough, Kilgore began his career in the state. His approach to community development emphasizes responsible growth that supports economic opportunity while addressing infrastructure needs and preserving community character.

Kilgore holds a bachelor’s degree in Geography from Georgia Southern University and a master’s degree in Community and Economic Development from The Pennsylvania State University. He is certified through the American Institute of Certified Planners.

As director, Kilgore looks forward to working with City leadership and the community to guide Perry’s continued growth and long-term prosperity.
